According to historical records, in the 1930s, Changchun faced the problem of tight water supply. The puppet state of Manchukuo discovered deep groundwater near the "Manchurian Railway Affiliated Area". After exploration, it was decided to build a water storage dam 12 kilometers southeast of Changchun to intercept the water from the small river Yanzi River, thus forming Jingyue Lake.

The water tower at the former site of Jingyuetan Water Source played a crucial role as a key facility for stratified water intake in the entire water supply system at that time. On November 2, 2009, the People's Government of Changchun City announced it as the eighth batch of municipal level cultural relics protection units, affirming its historical value and cultural significance.
