The Jingyuetan Water Release Tower is located on the west side of the reservoir dam, and is the former site of Jingyuetan Water Source, a municipal cultural heritage unit. It is also a landmark for the filming of "The World". Construction began in 1934 and was completed in 1935. It was a hydraulic building built during the period of Manchukuo to supply water to the urban area of Changchun.


The tower is about 19.5 meters tall. The cylindrical white wall is matched with the light blue pyramidal roof Pavilion roof, and the arched window is matched with the white covered bridge connecting the shore. The integration of Chinese and Western styles is very distinctive. The tower is equipped with multiple layers of water intakes, which can extract water in layers to avoid sediment and algae. It once provided water for over 60% of the city's water supply and was the "water tank" of Changchun in ancient times. After the Xinlicheng Reservoir is put into use, it will be converted into an emergency backup water source, and the original water transmission facilities will be preserved intact.
